Roads Authority Bursary Programme
The establishment of the Roads Authority places Namibia at the forefront of international best practices in road management. As part of its commitment to developing Namibia’s human resources, the Roads Authority provides bursary opportunities in line with its Training and Development Policy.
The bursary programme contributes towards building a national pool of qualified and skilled Namibians who can support the country’s road sector and broader labour market.
Current Bursary Opportunities

Bursary opportunities are advertised annually based on the Roads Authority’s organisational and workforce requirements.
Full-Time Undergraduate Studies
The Roads Authority awards bursaries to students pursuing full-time undergraduate studies in fields that align with the Authority’s current and future employment needs.
Bursary recipients may be considered as potential Roads Authority employees after successfully completing their studies, subject to the availability of suitable vacancies and the Authority’s recruitment requirements.
Who Can Apply?
Bursary opportunities are open to Namibian nationals who:
Meet the admission requirements of a recognised tertiary institution.
Meet the entry requirements for their chosen field of study.
Demonstrate strong academic performance.
Meet any additional requirements specified in the bursary advertisement.
Fields of Study
Fields of study may vary from year to year depending on the current and future needs of the Roads Authority.
Potential fields may include:
Civil Engineering
Procurement
Transport Management
Information Technology
Finance
Human Resources
Other relevant programmes aligned with the Authority’s organisational requirements
Qualifications
The bursary programme may support students pursuing qualifications such as:
Bachelor of Science (BSc)
Bachelor of Technology (BTech)
Other relevant undergraduate qualifications, as determined by the Roads Authority.
What Does the Bursary Cover?
Subject to the terms and conditions of the bursary agreement, the Roads Authority bursary may cover:
Tuition fees
Accommodation and meals
Book allowance
The specific benefits and applicable limits will be communicated in the relevant bursary advertisement and bursary agreement.
Selection Process
Applications are reviewed by the Roads Authority’s Learning and Development section.
Applicants who demonstrate strong academic performance at secondary or tertiary level may be shortlisted and invited for an interview at the Roads Authority Head Office.
The final selection and award of a bursary may take into consideration:
Academic performance
Interview performance
The applicant’s financial circumstances
The applicant’s background, including consideration of previously disadvantaged communities in accordance with applicable affirmative action requirements
The Roads Authority’s organisational and workforce needs
Availability of suitable bursary opportunities
Expectations of Bursary Recipients
Students receiving financial assistance from the Roads Authority are expected to demonstrate commitment, dedication and satisfactory academic progress throughout their studies.
The following conditions apply:
Students are required to successfully complete their approved programme of study.
Subjects that are failed must be repeated at the student’s own cost.
Continued bursary support is subject to satisfactory academic performance and the annual renewal of the bursary.
The Roads Authority reserves the right to terminate the bursary, in consultation with the student, where academic performance is unsatisfactory or where the terms of the bursary agreement are not adhered to.
Where a student fails to comply with the terms of the bursary agreement, the financial assistance provided may become repayable in accordance with the agreement.
Upon completion of their studies and acquisition of the relevant qualification, bursary recipients are required to render service to the Roads Authority for one year for every year of financial assistance received, in accordance with the terms of the bursary agreement.
