All proclamations and data regarding the road network are deposited in the data base of the RMS. Maps based on Network 6 for Namibia and District have been completed and distributed to all regional offices and head office personnel, including stakeholders. The past year saw many developments changing the road network statistics, moving from crude data to more advanced and accurate data perfecting the accuracy level of the road network. These developments require changes in the databases for strategic reports and planning. Many of these changes have been recorded on Network 7 that is due to be published in the first quarter of 2010-2011.</div><div><br></div><div>The RMS regards capacity building as an important aspect of development within the organisation. The entire RMS Technical team did the first two courses on ArcGIS. Final training will follow in April/May 2010.​</div><span id="ms-rterangepaste-start"></span></span><br></div><div class="ExternalClass2BFA00F79B6D494DA53364B4B6A100DF"><br></div><h2>The Bridge Management System&#160;</h2><p></p><div>For the first time in the history of the former Department of Transport and the RA, a visual assessment of 499 Bridges, 953 Major Culverts (953) and 1 303 Culverts was done in 2008, giving the conditions of the bridges and budgetary requirements. The RMS has prepared an executive summary on the Bridge Management System, which was discussed with all internal stakeholders and accepted by them. Various presentations were also done internally and externally. The recommendations were passed on to the NP&amp;C Division for the detail investigation of the 200 bridges in the worst condition, and to Maintenance Division for their routine maintenance budgeting and priorities determination.</div><div><br></div><div>The annual budget for a five-year period as calculated by the BMS comes to&#58; Routine Maintenance, N$8 100 000; Repairs N$12 300 000; Total N$20 400 000. Currently, only a fraction of this amount is spent on bridges due to lack of sufficient fund availability. Figures below provide statistics of the age distribution and condition of Namibia's different structures distributed across the Political Regions. As can be seen, the most structures are in the Karas region, followed by Hardap. RA has worked tirelessly to develop a sustainable road network, which is ahead of national and regional socio-economic needs in pursuit of Namibia’s Vision 2030. This is evident in the progress we have made thus far, where our road network currently stands at a total length of 48.537.7 kilometres (km), of which 8400 km are bitumen standards (surfaced),26 024 km gravel,13 773.8km earth (cleared tracks) and salt roads at 330.1km. This is in line with our mission of achieving our country ‘s development aspirations.&#160;&#160;<br></div><div><br></div><h3>What are the dangers of overloading?</h3><div>Overloading is the main cause of damage to our national roads. It causes distress on road structures such as bridges and culverts, resulting in accelerated deterioration of structural elements. Overloading not only causes considerable damage to our road network, but is also a serious road safety matter. Overloaded vehicles are safety hazards due to increased braking distances, higher chances of mechanical and tyre failures and instability of the vehicles caused by wrong placement of loads.</div><div>Overloaded vehicles can cause traffic delays due to reduced travel speeds, which inevitably leads to driver frustration and dangerous overtaking manoeuvres. Mass Distance Charge log book<br></li></ul></div><div><strong>What exactly happens when my vehicle is weighed?</strong></div><div><ul><li>The driver will be instructed by the Road Transport Inspector or Scale operator at the weighbridge</li><li>The vehicle is then weighed on the weighbridge platform.</li><li>The weighing process is computerized and results are captured on a system and printed in duplicate, whereby the driver gets the original printout and the Road Transport Inspector or Scale Operator keeps the duplicate.</li><li>The Road Transport Inspector will also check the compliance of the vehicle and driver to roads safety and transport regulations.</li><li>If the vehicle is not overloaded and the driver and the vehicle complies with the road safety and transport regulations, the vehicle is allowed to proceed with the journey.</li><li>If the vehicle is overloaded and / or the driver and the vehicle do not comply with the road safety and transport regulations, the driver is handed a fine on the spot either relating to overloading or driver fitness or vehicle fitness, which will either be payable at the police station or clerk of the court in the area, after which the vehicle load should be adjusted/corrected before is allowed to proceed with the journey.</li></ul></div><div><br></div><div><strong>What are the consequences of overloading?</strong></div><div>If the vehicle is overloaded on axle(s) or gross vehicle mass by less than 2 tons, the driver will be handed a fine on the spot which will either be payable at the police station or clerk of court in that area.</div><div>However, the vehicle will be detained at the weighbridge detention area until the excess load has been adjusted by distribution within the axles or off loaded onto a relief vehicle.</div><div>After distribution or offloading the excess load of the vehicle, including the relief vehicle, both vehicles will be reweighed and allowed to proceed with the journey if the load is within the limits.</div><div>If the vehicle is overloaded above 2 tons, for Namibian drivers, a No Admission of Guilty (NAOG) Notice will be issued to appear in court and a docket will be opened; and taken to the nearest police station where bail will be set and a court date to which you will have to appear in court before the magistrate. <div class="ExternalClass75A9C4A40D12485ABDF6162EC089F935"><div>The type of Permits provided for under the enabling legislation is Domestic Road Transportation Permits, Cross Border Road Transportation Permits and Abnormal Load Permits.​The Road Transportation Act and Regulations of 1977 (Act No 74 of 1977), provides for permits authorising the transportation of passengers for reward travelling on public roads within the borders of Namibia. (Domestic Road Transportation Permits)The Road Traffic and Transport Act, 1999 (Act 22 of 1999) allow for Bi-lateral and Multi-Lateral Cross-Border Road Transport Agreements. These agreements are entered into between Namibia and any other country or countries whereby arrangements are made for the control and regulation of road transport between Namibia and such country or countries.</div><div><br></div><div>Bi-lateral Agreements exist between Namibia/Zambia and Namibia/Zimbabwe, whereas Multi-Lateral Agreements exist between SACU Member Countries being Namibia, South Africa, Botswana, Lesotho and Swaziland.The issuance of the Road Transportation Permits is performed by the Transport Regulation and Competent Authority Sub-division under the Division Transport Information and Regulatory Services of the Roads Authority.All new applications, Transfer of Permits, Application for Additional Routes, and Changes to Routes will be published in the Government Gazette.</div><div><br></div><div><br></div><h2>Domestic Road Transportation Permit</h2><div><br><div>Domestic Road Transportation Permits are issued for the transportation of passengers for reward within the borders of Namibia. A PLN consist of a maximum of seven (7) alphabetical or numerical characters or a combination of alpha-numerical characters followed by the Namibian national flag and the letters NA depicting Namibia. A PLN may not be Obscene, Indecent, Immoral nature or such that it would offend the public morals or decency No person may issue, manufacture or affix to a motor vehicle a PLN number plate unless it is done in accordance with the Regulations.<br></div><div><br></div><div><strong>Application and issuing procedure&#58;</strong></div><div><ul><li>Complete application form and attach a copy of a certified ID.</li><li>Indicate the meaning of the three PLN choices on the application form.</li><li>​Submit application form at any Registering Authority (NaTIS Office)</li><li>The applicant will be informed accordingly if the application is approved or declined. The confirmation will be issued within two working days.</li><li>Once the PLN is approved, the applicant has 21 days to pay a fee of N$2000,00 for the PLN plates.
